&lt;p&gt;由發展局、規劃署及土木工程署共同推展的「&lt;a href="http://www.landsupply.hk/download/pdf/MediaBriefing-4Jan2012/Media%20Briefing%20on%204%20Jan%202012_Presentation%20Part%202.pdf"&gt;優化土地供應策略&lt;/a&gt;」諮詢，本沒有引起太大的爭議，然在今年一月，政府放話要開展維港以外的填海，考慮的選址達到驚人的二十五處，包括在離島區的長洲及南丫島附近建大型人工島，又建議將坪洲—喜靈洲及蒲台島—螺洲連接。傳媒一片唱好，《明報》社論最為誇張，社論標題為《&lt;a href="http://www.google.com.hk/url?sa=t&amp;amp;rct=j&amp;amp;q=%E6%98%8E%E5%A0%B1+%E9%9B%84%E5%BF%83+%E5%A1%AB%E6%B5%B7&amp;amp;source=web&amp;amp;cd=2&amp;amp;ved=0CC8QFjAB&amp;amp;url=http%3A%2F%2Fnews.mingpao.com%2F20120105%2Fmra.htm&amp;amp;ei=FMUKT_uHLYWOiAe64uy_CQ&amp;amp;usg=AFQjCNGv4zbIJbTijmax4fxR1A4nNe15wQ"&gt;填海計劃雄心萬丈喜見久違了的夢想&lt;/a&gt;》。相反，不少市民則對這股「雄心」感到嘩然，在一月七日的第一期諮詢活動之一，題為【&lt;a href="http://www.landsupply.hk/topicalDiscussion.php?lang=cht"&gt;在維港以外填海 - 其中一種土地供應模式&lt;/a&gt;】的專題討論會坐無虛席。討論會設報告環節，香港漁業聯盟的姜紹輝手中沒有講稿，一拿咪便直指問題核心乃「土地分配」，佢直指政府利用一年輕人在玩「The Sims」電玩遊戲，旁白說「將來都夢想有一個家」的宣傳片「睇到人嘔」，「將來填海出黎既土地係俾你既咩？」&lt;/p&gt; &lt;p&gt;&lt;strong&gt;數據薄弱，諮詢具誤導性&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;為了支撐「香港土地供應不足」、「填海有必要」的結論，發展局從諮詢文件提供的數字到討論會的安排，也處處引導公眾。第一，最常談及的便是人口增長 估計，發展局的數字為至2039年會增長25%至890萬。這個數字自然沒考慮政府的人口政策、與內地融合如高鐵建成後的所謂一小時生活圈、港人遷居內地 等因素。第二，也就是最驚人地故意粗疏的一點，文件羅列出目前香港有700萬人，目前供居住的用地為76平方公里，因此得到每新增100萬人口便多需要 11平方公里的結論，以新增180萬人計算，所以香港未來將額外需要20平方公里住宅用地。這公式完全沒考慮目前76平方公里當中有30多平方公里為三層 高的鄉村式發展用地，以及發展密度及高度不一等重要因素。&lt;/p&gt; &lt;p&gt;筆者有參與是次討論會，除文件之外，討論會的安排也是精心設計，全場共分六台，每台均有一學者主持討論。然大會派發的問卷，只要求公眾討論是否同意 維港以外填海、選址的準則及揀選可行的地點，不容許質疑文件的分析是否準確以及土地政策以及用地分配等更為核心的問題。除了議程控制之外，筆者也發現同台 有建制派工程師嚴建平，努力協助討論重回「正軌」，集中討論大會提議的三條問題。&lt;/p&gt; &lt;p&gt;&lt;strong&gt;土地供應的官商分工&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;對於未來的房屋及土地政策，在歷經以菜園村為代表的新界反迫遷運動、丁屋爭議以及連年樓價高企的背景下，已成為下屆特區政府所必須處理的問題。剛發表&lt;a href="http://www.cyleung2012.com/"&gt;土地政綱&lt;/a&gt;的特首參選人梁振英不贊成填海，提議「港人港地」的政策，以推動新界東北、古洞及洪水橋新市鎮為解決方案。另一位參選人唐英年則對填海相對支持。然不論唐、梁何人當選，來屆的政府也會調整土地策略。在&lt;a href="http://www.landsupply.hk/download/pdf/PE-Digest.pdf"&gt;諮詢文件&lt;/a&gt;中， 政府提到目前的六種土地供應模式，分別為「更改土地用途」、「收地」、「重建」、「發展岩洞」、「重用前石礦場」以及「填海」。上述六種主要可分為兩類， 第一類是由私人主導，分別是「更改土地用途」、「收地」及「重建」，政府在汲取菜園村、紫田村的教訓後，將盡量避免直接收取小市民的物業及土地，改由透過 已實行的降低《強拍條例》的門檻、寬鬆的城規會制度及半官方的機構如港鐵、市建局進行。第二類由政府主導的，則是開發一些「無人地帶」，如岩洞及前石礦 場，以及最簡便的填海方法。這種分類無疑對發展商及政府而言，好聽一點的是互惠互利，難聽便是官商勾結。由私人發展商收地、重建，可免去重蹈「菜園村式抗 爭」的政府管治危機（&lt;a href="http://www.inmediahk.net/%E7%A5%9E%E7%A7%98%E5%85%AC%E5%8F%B8%E8%B3%BC%E5%9C%B0%E6%AF%80%E4%BF%9D%E8%82%B2%E5%8D%80-%E6%B5%81%E6%B5%AE%E5%B1%B1%E8%99%8E%E8%8D%89%E6%9D%91%E4%BD%83%E8%BE%B2%E8%A2%AB%E7%B2%97%E6%9A%B4%E8%BF%AB%E9%81%B7"&gt;流浮山虎草村迫遷便是發展商迫遷的最新例子&lt;/a&gt;），再利用利益衝突嚴重、規劃原則把持不定的城規會通過發展方案或更改土地用途作為回報。政府則以最簡便的途徑開拓更多土地，供發展商繼續擴展，政府則從中獲賣地收益。&lt;/p&gt; &lt;p&gt;&lt;strong&gt;城市規劃制度崩壞&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;這次的諮詢文件，也反映政府的規劃制度崩壞。以二十五處建議填海選址為例，不少地點均嚴重違反政府自己制定的規劃用途。筆者居住&lt;a href="http://www.google.com/url?q=http://www.inmediahk.net/taxonomy/term/505623&amp;amp;sa=U&amp;amp;ei=VtgKT5TbKoybmQWSvqXHDQ&amp;amp;ved=0CBIQFjAH&amp;amp;client=internal-uds-cse&amp;amp;usg=AFQjCNFgkaqh0kSIYShzeJVhqDfUhtPV9g"&gt;南丫島&lt;/a&gt;，城規會才剛因發展規劃過大，與南丫島環境生態不符等理由，否決南丫島南的東澳大型發展計劃。一個月不到，政府自己便提議在南丫島北建人工島及在索罟灣填海。這些建議選址，根本是漠視城市規劃以及政府自己以2006年制訂的《&lt;a href="http://www.pland.gov.hk/pland_en/p_study/comp_s/hk2030/chi/home/"&gt;香港2030規劃遠景與策略&lt;/a&gt;》， 在這份《策略》當中，南丫島本就定位為低密度及具高生態價值的地點，不過五年時間，同一個政府決策局及政府部門便可以對自己的研究視而不見。另一個「人工 島」的選址建議長洲南，更是政府規劃的垃圾焚化爐的旁邊。此外，政府的政策也前後矛盾，世界自然基金會的 Andy Cornsih  博士便指出政府去年才以保護海港為理由，禁止本地的拖網漁船作業，不到半年又提議填海。他又表示目前香港僅有2%的海岸線列為海岸公園，不少海洋生態價值 甚高的海岸線仍未受法例保護。香港漁業聯盟的姜紹輝則表示政府故意欺負漁民，以十多億的賠償換取未來可供填海賣地千億的土地。&lt;/p&gt; &lt;p&gt;而在離島填海、建人工島及連島這些如此重要的規劃建議，事前均完全沒有諮詢區議會（&lt;a href="http://www.inmediahk.net/%E5%A1%AB%E6%B5%B7%E9%9B%A2%E5%B3%B6%E5%8D%81%E9%81%B8%E5%9D%80-%E4%B8%8D%E5%9C%A8%E9%9B%A2%E5%B3%B6%E8%BE%A6%E8%AB%AE%E8%A9%A2"&gt;網站另一則關於坪洲的報導&lt;/a&gt;）。建制派在剛過去的區議會選舉大勝，似乎政府十分安心地把區議會視為必定支持政府，連諮詢也免去的「橡皮圖章」。&lt;/p&gt; /&gt;&lt;br /&gt;機管局發言人昨日表示，將會向環團代表解釋有關擴建機場的初步環境影響研究結果，包括跑道容量、海洋生態、空氣質素及噪音影響，並會繼續與環保組織以公開及具透明度的方式交流，並將仔細考慮所收集的意見。&lt;br /&gt;&lt;br /&gt;地球之友、長春社、世界自然基金會香港分會、環保觸覺等9個環保團體在會後開記者會，批評機管局諮詢文件關於工程對環境污染的資料嚴重不足，並且不全面。各團體認為，港府及機管局向公眾宣傳時，使用「興建第3條跑道刻不容緩」等字眼，有引導公眾達致「預設結論」之嫌。&lt;br 的香港經濟日報)&lt;br&gt;&lt;br&gt;當機管局拋出興建第三條跑道的方案後，航空業界、運輸界及旅遊業界等即時大力支持是可以預見的。但是在歡呼背後，「環保觸覺」希望每位市民仔細想清楚香港是否真的非建第三條跑道不可，畢竟其環境影響將由每一位香港人承受的；建築費是由每一位納稅人負的。&lt;br&gt;&lt;br&gt;&lt;br&gt;航空業界及政府的論調不外乎是飛機升降量即將飽和，若不擴建，勢將削弱本港在區內航空業的競爭力，繼而制約旅遊業，香港的經濟發展將裹足不前等等。&lt;br&gt;&lt;br&gt;&lt;br&gt;但事情總有兩面的，機管局的咨詢文件又有沒有完整地反映興建第三條跑道為香港帶來的弊端？&lt;br&gt;&lt;br&gt;&lt;a 2011&lt;br&gt;要求充足公眾諮詢資料&lt;/b&gt;&lt;br&gt;&lt;br&gt;香港國際機場無疑對本港環境帶來重大影響。然而，機場管理局一方面在公眾諮詢文件以詳細數據解釋興建第三條跑道的經濟影響，另一方面提及環境及生態影響的資料卻顯然片面。&lt;br&gt;&lt;br&gt;世界自然基金會認為環境影響為工程中關鍵的因素，機場管理局需立即就生態影響披露更全面的資料。若缺乏上述資料，市民則不能全面評估興建第三條跑道的影響，未能在諮詢期內進行充分的討論。&lt;br&gt;&lt;br&gt;&lt;a style="text-decoration: underline;"&gt;&lt;b&gt;航空業是污染性航業，在飛行期間大量排放二氧化碳及空氣污染物。&lt;/b&gt;&lt;/span&gt;由 於二氧化碳是在高空排放，對於溫室效應的增溫效果比在地面大最少兩倍。可惜，在機管局的諮詢文件當中，對於碳排放的增加差不多隻字不提。現時社會各界正邁 向低碳生活，而政府亦在較早前向公眾諮詢如何應對氣候變化，但若第三條跑道不幸興建，那麼就算我們做盡少開空調、停車熄匙、更換舊巴士等等，也抵銷不了多 了50%飛機所帶來的碳排放。這是第一個機管局諮詢文件的漏洞。&lt;br&gt;&lt;br&gt;&lt;br&gt;&lt;a
